under the exclusive control of Government of Haryana. The service

patently illegal. The entire
service rendered by the petitioner in HSMITC and contract service rendered
in Haryana Electricity Regulatory Commission followed by regular service

The HSMITC was closed in the year 2002 and thereafter
rendered with Haryana State Minor Irrigation Tubewell
Corporation (hereinafter referred to as `HSMITC') as qualifying
service for pension.
