IGNOU, the Kerala Public Service Commission
advised the Government to prescribe the B.Ed. Degree
awarded by IGNOU as an alternate qualification for
appointment ... IGNOU was never an issue before
this Court. The fact that, B.Ed. Degree awarded by IGNOU is
recognised as an alternate qualification for appointment

University (IGNOU). The respondents took the stand that the B.Ed degree which the
petitioners acquired is not sufficient qualification for appointment ... sufficient qualification and declared that the B.Ed degree from IGNOU is
sufficient qualification for continuing as Higher Secondary School Teachers
sufficient qualification.
4. The contention of the petitioner is that
VMRF University of Tamil Nadu is recognized by the
Distant Education Council of IGNOU. This ... Education Council of IGNOU. No such enquiry is
seen conducted despite the petitioner producing
Ext.P5, a communication from IGNOU stating that
all programmes
Degree in Library and Information Science of
IGNOU was recognised as a sufficient qualification for the limited purpose
of promotion from the post of Librarian ... counter affidavit is that Ext.P1 qualification possessed by the petitioner
could be recognised as a qualification for the purpose of promotion only
with
subjects or equivalent
qualification
(2) Diploma in Ophthalmic Assistants Course
(2 Years) conducted by the Medical colleges in
Kerala or equivalent qualification ... Alagappa
University & IGNOU, to the Registrar of the respondents-KUHS,
without any further delay.
7. It appears that the notified qualification
letters
dt.10.3.2025 & 9.4.2025 addressed to IGNOU.
3. Further, the above said qualification shall be included
by the PGMEB in accordance withy ... above qualification
as additional qualification, subject to the conditions conveyed vide
NMC's letters dt.10.3.2025 and 09.04.2025 to IGNOU
that the B.Ed degree acquired by the
petitioner from IGNOU is valid qualification for the purpose
of approval and regularization of her service
granted can be treated as a higher qualification
which per-supposes the acquisition of the lower qualification of
Diploma in Ophthalmic Assistant within the meaning ... definite opinion that the course undertaken in
IGNOU cannot be considered as a higher qualification compared to
the Diploma in Ophthalmic Assistant Courses conducted
only B.Sc Physics as Degree qualification, by which she had
obtained M.Com Masters Degree from IGNOU. The University
had not considered the request ... therefore contended that as far as IGNOU is concerned,
Bachelor's Degree is the minimum qualification for M.Com.
