examining any police officer of a higher rank re-
garding the inflammatory speech alleged to have been made by
the appellant at about ... addressed the demonstrators and incited them
to violence. In his inflammatory speech the appellant is
said to have condemned the actions of the Central Government
places and at various times to discuss and to listen to
inflammatory speeches and recordings calculated to excite
listeners and provoke them to retaliatary action
communal harmony in the country and the likely
result of such inflammatory speeches was to create hatred in
the minds of citizens against the persons
decided to launch and intensify the campaign
and the petitioner made inflammatory speeches. Sub-
paragraph (e) on which this contention is based runs thus
students who attended. A-1 and A-2 gave highly inflammatory
speeches making wild allegations against the deceased and
levelling allegations of mal-administration
found in paragraph 5 of the petition
