submitted that Article 2(1) and Article 3(1) of
the Integrity Pact executed between the parties clearly show that the
same pertains to Bidder ... Bidder/Contractor as
mentioned in the opening part of the Agreement/Integrity pact itself.

4. Learned senior counsel for the petitioner in support
above Bank Guarantee is issued in
terms of Pre-Contract Integrity Pact executed
between Govt. of India and M/s Vectra Advanced
Engineering ... Vectra Advanced Engineering Pvt.
Ltd. is in violation of terms of Integrity pact.
4. The Govt. of India hereby invokes the above
referred Bank Guarantee
fact that
CERT-In was not the agency conceived under the Integrity Pact under the NIT. He
submits that as per Clause ... bidders must accept unconditionally the User Portal Agreement and
Integrity Pact online.
v. The information will be provided by the last bidder by filling
genuine ISO 22301 certificate. It violates clause
23 dealing with integrity pact in NIT.
41. This brings us to consideration of case laws.
