JUDGMENT
The petitioner who is an ITI Electronic Mechanic holder has
filed this writ petition seeking a writ of mandamus commanding
the respondents
evident that the petitioner had
successfully completed two years of ITI course in
Electronic Mechanics Trade and issued Provisional
National Trade Certificate by respondent ... counter affidavit that the
petitioner was a trainee of Electronic Mechanic Trade at Government ITI
(W) Chengannur and that she passed the prescribed test
those ITI holders
in Electrical for promotion as Sub Engineer. That
being so, respondents cannot deny promotion to the
ITI holders in Electronics ... order solely because they possess ITI (Electrical) certificates.
The petitioners/ appellants possess ITI (Electronics)
certificates which have been found to be sufficient

faculty. They have obtained their Diplomas in Electrical
and Electronics Engineering and Mechanical Engineering. The
ITI Certificate prescribed for the post of Oilman/Mazdoor ... therefore, a Diploma holder in Electrical and Electronics
Engineering cannot be treated on par with an ITI Certificate
holder in Wireman and Electrician course
