5. When the mediation failed on 17th October, 2016, if the appellants
intended to change their counsel

the intervention of the Independent Engineer, either

Party may call upon their Senior representative to mediate
and assist the Parties in arriving at an amicable settlement

record. From perusal of the Mediator's report it
reveals that after the mediation the parties were ready to live
