grounds for inquiring into the truth of any
imputation of misconduct or misbehaviour against a
Government servant, it may itself inquire into, or appoint
under ... drawn up-
(i) the substance of the imputations of misconduct or
misbehaviour into definite and distinct articles of charge;
(ii) a statement of the imputations
fact finding enquiry which also found the respondents guilty
of misbehaviour and misconduct.
6. On the other hand, Ms. Meenu Mainee, learned counsel
appearing ... even according to the petitioner, the respondents
were found guilty of misbehaviour and misconduct, and on that
account they are being transferred. This itself shows

reads as follows :
