illegal, arbitrary, and in violation of principles of natural justice besides

GHMC had submitted written
instructions under the signature of the Deputy Commissioner, Moosapet
Circle-23, Kukatpally, GHMC, stating that the house bearing
appellant, her husband and a few others were travelling to
Hyderabad from Moosapet in an auto. As they reached Rajapur
