while posted as Nayab Tehsildar, Chail Sadar, Allahabad illegally conducted the mutation proceedings while the same had been barred by amendment in the Registration ... only allegation against applicant Phool Chandra Arya is that he conducted mutation proceedings in his quasi judicial capacity on the basis of a sale deed
favour of the vendor i.e.
