Learned counsel for petitioner ... impugned list i.e. "FEMALE OUT OF UP, Normalised Marks below Vertical Cut-Off OC of 193.8763" so far as it pertains
illegal
and without jurisdiction and consequently set aside the
"Normalised Marks" merit list of and direct the
Respondents to re-evaluate and publish ... each carrying a maximum of 25 marks (aggregating to 75
marks). Also, the marking pattern over the performance spectrum in
the case of men candidates
words "marks awarded" or "marks obtained in the written papers" refers only to the actual marks awarded by the examiner ... marks awarded on moderation become the final marks of the candidate. In fact Rule 20(3) specifically refers to the 'marks finally awarded
other candidates based
upon the marks while in the written examination, the marks of one of

the other candidates will be normalized ... evident from Annexure-4 annexed to the writ petition that
the normalised marks of candidates category wise has been
furnished as :-

multiple shifts. After the formula is applied, final marks of a candidate may

to disclose in each exam the values used in the Normalisation Formula,
wherever applicable.
