Heard the learned counsel for the petitioner.
Learned Government Pleader for Home (Andhra Pradesh) submits
that rowdy sheet was opened ... inevitable to retain the rowdy sheet. Obviously such consideration of
necessity to retain the rowdy sheet is with reference to the material
available on record
OPEN THE ROWDY SHEET AGAINST
THE PETITIONER VIDE DT. 20.1.2013 VIDE ANNX-E AND QUASH
THE ROWDY SHEET OPENED BY THE R-3.
THIS PETITION ... rowdy sheet against the petitioner
vide No.VSD/RS/01/2013 dated 20.01.2013
mentioned in Annexure-'E' and quash the rowdy
sheet opened
find any reason for the Police, not to open a rowdy
sheet against him to start with to prevent him from
committing the offences ... public order,
the Police as a first step should have opened a rowdy sheet.
Though we do not intend to play down the gravity
grounds of detention it is narrated that a rowdy sheet has
been opened in his name on 24.11.2014. It is contended
that in terms ... rowdy sheet is between January
to December of every year. Therefore it would expire on
31.12.2014. There is no rowdy sheet opened thereafter.
Therefore, such
petition and submits that the petitioners
are Rowdy sheeters. Though the earlier Rowdy sheet
opened against 1st petitioner is quashed, presently ... ordered to open rowdy sheet against them.
Along with his objection statement, learned HCGP lists
12 pending cases against 1st petitioner, 10 cases against
