Before giving para-wise reply, counter- affidavits speak about very creation of the Agency of SUDA
Usman Vs. State of M.P. & Others
[ILR(2012) MP 1549]. Para 5 of which reads as under:
'5. In the instant case ... detaining
authority to reach the subjective satisfaction. There is no para-wise
reply. The affidavit in support of the reply does not say that
letter(s) from all party concerned to enable us to send para
wise reply to your representation.

In the aforesaid factual backdrop
GNCTD in which, inter alia, in para 1 of the para-wise reply it is
acknowledged that the Petitioner did file objections under Section
where she was handed over a questionnaire and asked to give para
wise reply of the same. The petitioner was totally confused so she requested ... closed room. Left with no option, the petitioner
gave para wise reply to all the questionnaires as per her understanding and the
copy
birth
shall be recovered from him in full.
11. In para (vi) of the reply under the heading preliminary objections,
it is also submitted that ... which clearly showed the guilt
of the petitioner.
12. In their para-wise replies, the respondents have stated that the
inquiry established the correct facts
such, the application under reply have no
legs to stand. However, para wise reply of
the application is given as under
from time to time." It is contended in
para 10 of the para-wise reply that "change of purpose has never regularized
