1. The issue regarding the need for amendments to Parole/Furlough
Guidelines, 2010 has been raised in all these petitions filed ... Reward & Release of Prisoners)
Rules, 1988 as well as the Parole/Furlough Guidelines, 2010, W.P.(C)
No.5516/2014 has been filed seeking
counsel for the appellant stated that the Parole/Furlough Guidelines
dated 17th February, 2010 themselves in Clause 9.7 provide for grant of parole
to pursue ... grant of parole is generally
speaking an administrative action.
8. We may at the outset notice that the Parole/Furlough Guidelines supra
are of nearly
trial court
on 05.03.2015 and 03.08.2015, respectively.
4. The appellant applied for parole through his son-Shri Dushyant
Chautala vide application dated 02.09.2015. The application ... pointing out that the request was contrary to the
Parole/Furlough guidelines 2010 issued by the respondent. Against the said
order of the learned Single
where adequate staff is deployed to verify the parole
application;
(c) that the Parole / Furlough Guidelines, 2010 notified on 17 th
February, 2010 also provide ... sureties is thus not at par with the verification for
parole / furlough.
8. There can however be absolutely no justification for delays in
verification
