category of prisons only ... which holds that Rule 4 of the Prisons (Bombay Furlough and
Parole) Rules, 1959, excludes the prisoners who have been
convicted under the provisions
amended Rule 19 of the
Maharashtra Prisons (Mumbai Furlough and Parole)
Rules, 1959 to insert Rule 19. Prima-facie, it appears that
the entire Rule
provisions of Rule 6, Proviso 10 of the
(Bombay Furlough and Parole Rules, 1959).
