to achieve. These Rules read as under:
"Rule 1197: Parole and Furlough to inmates are progressive
measures of correctional services ... Rule
1251 of Delhi Prison Rules lists out the same. Notably, the said Rule
does not mention that the release of prisoners on Parole
Rule 1211 sub rule (vii) of Delhi Prison Rule-2018,
which provide that:- "In the following cases, parole shall not
be granted, except ... Rule 1211 sub rule (vii) of Delhi Prison Rule-2018, which
provide that:- "In the following cases, parole shall not be granted,
except

27. Rule 1200 of the Delhi Prison Rules, 2018 lists out the
objectives of granting parole or furlough to a prisoner
parole in view of Rule 1210
sub rule (II) of Delhi Prison Rules-2018, which states that:-
Rule 1210 sub rule (II):- "The conduct ... Rule 1210 sub rule (II) of Delhi Prison
Rules, 2018 repeatedly and has thus disentitled himself from seeking
parole.
12. However, in these circumstances
State submits that
considering his conduct in the jail as per Rules, parole cannot be
granted to the petitioner.
7. Having considered the overall facts ... parole in view of Rule 1210
sub rule (II) of Delhi Prison Rules-2018, which states that:-
Rule 1210 sub rule (II):- "The conduct

furlough shall ... Rules, 2018, Rules 1197 and 1200 also provide
insight as to what objects are achieved by releasing a convict on
furlough. The said rules read
