& marriage certificates, copies of the adoptive parents' passports,
recommendation letters, child care arrangement etc. as Ex.P11; and their
family
reasonably a fair procedure adopted.
When the State did not recommend the issue of passport by the
past links of the petitioner with terrorists ... 14749 of 2010 -7-
available information, they will not recommend the issuance of
passport.
7. Even when the Menaka Gandhi's case (supra) made
that is required for issuance of passport is for the Appellant to complete certain formalities at the
passport office and also to furnish certain documents ... daughter's passport. It is also strongly recommended that the passport officer reconsider his
demand for the details of the Fixed Deposit

No.F2499640 dt.17/02/2005 and applied for issue of duplicate passport to the
respondent's office ... office on 29.03.2011 from the
Superintendent of Police, Ramanathapuram, not recommending issue of passport to
the petitioner since a Criminal Case No.27/11 under
Respondents even though
contended that the Vigilance has recommended departmental
enquiry, that is not a passport for the Respondents to proceed
against the petitioner without
information of the investigation and that cannot
justify the Passport Officer to refuse the passport.
3. Learned counsel appearing for the Union of India
states ... objection or given any
favourable report for issuance of a passport. A right to passport involves a
freedom of movement which is guaranteed under Article
passport
suppressing the pendency of a criminal case at the time when
application for passport was made. He was also asked to
surrender the passport ... from the Superintendent of Police, Palakkad
stating that issue of passport is not recommended since the
applicant is accused in Crime
acquitted in all the
cases, a report/recommendations to this effect
shall be made to the Regional Passport Officer,
Jalandhar forthwith, who, within a period ... month from the date of receipt of such
recommendations/report from the police, shall
issue the Passport in favour of the petitioner.
