five freedoms have to be read into Sections 3 and 11 of
PCA Act and have to be protected and safeguarded by the States, Central
control of MCD are entitled to
receive the Patient Care Allowance (PCA).
3. The case set up by the respondent before the Tribunal was that ... same revealed that a
