Enquiry Document/General Conditions of Contract, (for
short "the Bid Document") the contractor was obliged to
procure from the manufacturers, who comply with ... conditions, as stated earlier and stipulated in the Bid
Document, the assessee was supposed to procure the
equipments/materials only from vendors/ manufacturing
units
executed in favour of the petitioner within 90
days by procuring all the required documents, but even after
lapse of two years, the respondent/owner
hard
copies of the bid document including the financial
proposal in compliance of the bid document and
consequently, direct to consider ... clarification was sought from the e-procurement agency.
Pending receipt of the reply, the further progress of the
documents submitted by the petitioners were taken
plaintiffs/petitioners' counsel, the documents which are
sought to be produced were tried to be procured through RTI and other sources
but the same ... plaintiffs and the defendant, the plaintiffs sought for summoning the documents as
mentioned, the same has been rejected. Hence, this petition.

adduce certain
addition evidence with reference to the documents that had
been procured subsequently. Since the application was not
accompanied by the documents, which were
keeping in mind Rule 14 of the
Karnataka Transperency in Public Procurements Rules,
2000 ('the Rules' for short), dismissed the Writ Petitions.

(d) of Section 2 of the Karnataka Transperency in Public
Procurements
respondent called upon the other four bidders to furnish certain
particulars and documents. The petitioner's grievance is that
despite the submission ... tender documents commenced on 17.6.2013.
4. He read out the provisions contained in Rule 22 of the
Karnataka Transparency in Public Procurements Rules, 2000 that
through e-
portal would be enabled to upload the documents
primarily to the 'Document Library' of the respondent
and thereafter ... documents to
the library is incomplete since it has not been attached
and forwarded. Hence, though the documents were
uploaded to the 'Document Library
relevant documents and therefore,
the impugned order would not call for any
interference.
8. I have considered the submissions in light
of the documents annexed ... procured
from the office of the 4th respondent - Tahsildar by
learned AGA. It is noted that 4th respondent -
Tahsildar on verification of those documents passed
heard the counsel in detail and
as we felt, after examining the documents,
that we need complete truth to come out. We
had required ... examined documents and

found that one K.Venkataraju, SDE was
Incharge at the relevant time and had signed
for and procured a number
