4. It so happened that a pseudonymous complaint was received in the
Department on 7.7.2005 alleging irregularities on the part ... anonymous/pseudonymous
complaints, generally, generally follow the path of least
resistance and order inquiries on these complaints. A peculiar
feature of these complaints is that

irregularities and resulted in complaints from public including
anonymous/pseudonymous complaints. Two such
anonymous/pseudonymous complaints dated 18.02.1997 and
