The petitioner challenges in this writ petition
Ext.P12 quarrying lease issued to the tenth respondent for
extraction of granite building stones under
record are these :

8. M/s. Vijaya Granites applied for the grant of quarrying lease for extraction of Ornamental (Pinc) Granite from the lands bearing Survey
This contention, in my view, cannot be
accepted. Rule 3 deals with quarrying lease or quarrying
license. It reads as under:-

shall undertake any quarrying operation in
respect of any minor mineral in any land
except under
