directed to frame scheme and to lay down criteria for regularisation of services of all those employees, I do not find much force ... respondents are bound to consider the case of regularisation of services of these writ petitioners and take decision in accordance with
nature of mandamus commanding upon the concerned respondents for regularisation of the services of the petitioners, who have been working continuously against the vacant posts ... constituted to resolve the issue relating to regularisation of the services of the employees in the department and a resolution was taken in the light
regularisation of their services and for that when their representation for regularisation of services was not considered by the Management, the aforementioned writ petition ... this Court is faced with difficulty that it cannot direct the regularisation of services of these two teachers having regard to the fact that
disposed of with the aforesaid
direction."

The rules for regularisation of services of Para Medical staff, as
contained in Annexure ... Medical College and Hospital, Jamshedpur
