83. Replacement of vehicles. - The holder of a permit may, with the permission of the authority ... which the permit was granted, replace any vehicle covered by the permit by any other vehicle of the same nature

Permit thus is attached to a motor vehicle. As per Section
83 , a vehicle may be replaced ... context of the vehicle. It
is true that holder of a permit can get his vehicle replaced
during the currency of the permit
