petitioner, which has been declared L1 bidder after the
Reverse Auction Process (in short 'RAP'). Alternatively, the petitioner
has further prayed for issuance ... auction starting price at
Rs.168,69,92,897/- and the reverse auction process was started.
During the reverse auction process, only two bidders, namely
bidders in the said tender. The bidding through
reverse auction process for the said tender was held on 03.03.2020 and
approximately 147 bids were placed ... with respect to the auction notice dated
28.02.2020 before participating in the auction process. Since the
petitioner participated in the reverse auction process with open
invitation dated
04.08.2021, the respondent-SAIL initiated process of reverse auction, however,
the petitioner was neither allowed to participate in the said reverse auction
process ... that regard. Since the
respondent-authorities were undertaking the process of reverse auction without
inviting the petitioner to participate in the reverse auction, it filed
TCPL realized the
said mistake, it did not participate in the Reverse Auction Process (in
short 'RAP') in view of the fact that ... five eligible bidders were still there who have
participated in the reverse auction. It would be evident from the
decision of the tender committee dated
