and control inter alia advertisements and sky-signs. Section 328A of
the MMC Act requires prior written permission of the 2nd
Respondent Municipal Commissioner ... retained upon any land, building,
hoarding or structure. Section 328A of the MMC Act reads:
"328A. Regulation and control of
advertisements.
(1) No person

328A . Under section 479 of MMC Act, it is required that whenever it
