Animal " was defined in s. 2 as meaning an animal specified
in the schedule. The schedule specified the following
categories of animals, namely ... contrary, no
person-
(a) shall slaughter a cow; or
(b) shall slaughter any other animal unless he has obtained
in respect of such other animal
