that petitioner commenced the
work and the progress of the work was very slow; that the
authorities issued letter on 28.10.2015 to speed ... slow progress of the work, you have

were released to keep the progress of work. It is
stated that as progress of the work was slow by sending letter
dated ... progressed, but only 75% work
was progressed. It is stated that despite availability of front

required to complete the work up to 16.08.1998 but the slow progress
said work was not completed by the respondent, therefore, the Executive
Engineer ... applied for
an extension upto 31.03.1999. On the allegation of slow progress in the

Having heard learned Senior counsel
various correspondence between 09th April 2016 to November
2017 reflects slow progress of work, delayed in clearance of calculation, dispute in quality
