Anandh @ Anandh @ Geetha Annan, S/o.
Chitrambalam, now detained in the Special Camp for Srilankan Refugees at
Chingleput before this Hon'ble Court ... dated 11.12.2000 and he has been
ever since detained in the Special Camp for Sri Lankan Refugees at
Chengalpattu. The above
appointed as Amicus Curiae, are to the following effect:
(1) The Special Camp established by the State Government was previously a Sub Jail at Chengelpat ... even though it is now described as a Special Camp, in effect it amounts to a jail, which is guarded by armed policemen round
respondent herein, with a further direction to reside in the Special Camp for Foreigners, came to be quashed.
2.The facts briefly stated and necessary ... dated 9.9.2011, stating that he is going to be detained at Special Camp for Foreigners at Chengalpattu.
2(vi) It is the specific case
before this Court and set him on liberty forthwith from the Special Camp to Srilankan refugees at Chenglepattu.

For Respondents ... appointed as Amicus Curiae, are to the following effect:
(1) The Special Camp established by the State Government was previously a Sub Jail at Chengelpat
presence of the foreigner, by directing him to reside
in the Special Camp for Sri Lankan immigrants/refugees identified and located
by the Collector ... that the petitioner shall not leave the boundaries of the said
Special Camp except with the permission of the Collector.
2. It is the case
executing surety bonds. The petitioners
shall be required to stay at Special Camp at Trichy pending committal ... surety bonds and on condition that the petitioner shall stay at
Special Camp, Trichy pending committal in PRC No.48/2016 on the file
Foreigners Act, 1946, directing the petitioner to reside in the Special Camp for Foreigners at Chengalpet.
2. I have heard Mr.M.Sreedhar, learned counsel ... Special Tahsildar has responsibility for ensuring the safety and security of the inmates. The fact that the petitioner was assaulted in the special camp
thereby direct the fifth
respondent to release the petitioner from the special camp at Thiruchirapalli.
