remarks/observations and strictures are to be avoided particularly if the
officer has no occasion ... trial court in an appeal before it,
had passed severe strictures against the trial court at several places and,
in substance, had suggested that
respectively, whereby the High Court, while allowing the second appeal,
passed severe strictures against the appellant-herein and forwarded a copy
of its judgment ... Avas Evam Vikas Parishad, Lucknow and Another vs. Lajja Ram ,
passed severe strictures against the appellant herein in the judgment
which, according
this very case in which
various benches of this Court has passed strictures against the
