(ii) Suspension pending enquiry into charges against an employee.
If the suspension is punitive ... suspension from service. It reads as follows :-
"Rule 17(e)(i) :- A member of a service may be placed under suspension from service, where
complainants, and the recognised union cannot contract out the terms of their service and more specifically in respect of the retrenchment and brining ... agreement in respect of dismissal, discharge, removal, retrenchment, termination of service or suspension of an employee) shall be arrived at between the employer
