name was not considered in the draw of lots for tail end
priority in 2004 whereupon the respondent filed the Writ Petition which
was contested ... calling upon all the registrants including those at tail end priority to
approach DDA and since the respondent did not approach DDA, he lost
flat as per the tail end policy of
the Delhi Development Authority prevalent in 1990 by paying the
cancellation/tail end charges ... eligibility for allotment as under:-
"2. The registrants to whom tail end priority has not
been assigned but they have deposited the cancellation
charges
flat at Narela, is that though a draw for tail-end priority
cases of NPRS, 1979, was held by DDA on 31.03.2004 and the names ... tail-end
policy dated 20.10.2008, which, to the extent it is relevant, reads as
under:-
"The issue regarding allotment under the tail-end
priority
giving priority/reservation
again under tail-end allotment policy. All registrants are being
treated at par under tail-end priority policy and there ... petitioner is entitled to priority
allotment in the tail-end category.
9. Since the tail-end priority list was exhausted in 1992-1993, the

priority draw of LIG Flats in February 2008 and
his name was missed ... gave any
information that his name was not included in the tail-end priority list.
But the fact remains that DDA failed to include
dating the record of the registrants to

record available in the office ... tail end cases who have applied
for tail end up to 31.12.93, will be taken up for allotment
Registrants who have been allotted tail end
included in the draw of lots for
allotment of flat under „Tail End Priority‟ where
registrants have deposited cancellation charges upto
31.12.93 because the „Tail ... above, the request of ex-allottee for
reconsideration of case under „Tail End Priority‟
policy cannot be considered favourably."
5. The Petitioner asserts that
petitioner at the
cost prevalent in September, 2007 when the tail end priority of the
petitioner was missed by respondent in tail end draws ... December, 1993, on
cancellation of flats, the respondent used to assign tail end priorities to
the registrants who did not avail the allotment made
counter is that though
the petitioner had not sought any tail end priority nor had deposited

2010 and had stated that he had not sought any tail end priority after
the cancellation of first allotment of the flat
Manohar Lal Bajaj paid cancellation charges and, thus, retained his
"tail-end priority" with the DDA.
2.4 The DDA did not close ... flat under the tail-end policy?
26. Concededly, the DDA had, in fact on 31.03.2004 allotted a flat under
the tail-end policy, albeit, erroneously
