number of outsiders were roaming in and around the parcel office as
touts and working in connivance with the Railway Protection Force
(„RPF‟) and Commercial ... enquiry which revealed that the
Petitioner in connivance with other unauthorised persons/touts were
charging exorbitant rates from the general public which was not
warranted
received reliable information on
18th October 1999 that a large number of touts were actively functioning in
and around the Regional Passport Office ... stated that the trap team
noticed that certain touts were approaching prospective applicants and
telling them that they would be required
