Blind (B) which was not correct since, as could be seen from the
disability
suffering from blindness, was totally blind or suffering
from partial blindness. "Blindness" is defined in Concise Medical
Dictionary as :
"blindness the inability ... visual acuity was so low that the children were unable to attend
regular public schools due to their visual handicap.
(xi) Total blindness : absence
visually handicapped. Clause (3) of the advertisement reads as under:
Blind: (Visually handicapped):
Blind are those who satisfy one of the following conditions:
(a) Total ... blind and are taking the examination in braille. It is also urged that braille is an internationally recognised language for the blind and all visually

Section 2(b) defines "blindness" as under:
"(i) total absence of sight; or
(ii) visual acuity ... advertised for visually

visually impaired persons suffering from 'blindness
