2. Learned counsel for the petitioner submits that he is pressing ... Nodal
Officer' to the National Programme for Control of Blindness & Visual
Impairment and not his contractual appointment on the post
suffering from blindness, was totally blind or suffering
from partial blindness. "Blindness" is defined in Concise Medical
Dictionary as :
"blindness the inability ... visual acuity was so low that the children were unable to attend
regular public schools due to their visual handicap.
(xi) Total blindness : absence
visually handicapped. Clause (3) of the advertisement reads as under:
Blind: (Visually handicapped):
Blind are those who satisfy one of the following conditions:
(a) Total ... blind and are taking the examination in braille. It is also urged that braille is an internationally recognised language for the blind and all visually
blindness;
(ii) low vision"
.
Section 2(b) defines "blindness" as under:
"(i) total absence of sight; or
(ii) visual acuity ... advertised for visually
impaired persons suffering from 'low vision' disability and not for
visually impaired persons suffering from 'blindness

and visually impaired children. Further prayer is made for a
direction to the respondents ... Rajasthan Netraheen Kalyan Sangh, Jaipur, has approximately 100
blind/visually impaired students from Nursery to 12 th standard.
They require minimum 15 trained skilled teachers
posts for the physically
handicapped including blind and partially blind.
There has been a growing demand from the visually
handicapped persons to provide reservations ... suitable for the handicapped. The
Committee has further specified that the visually
handicapped (blind and partially blind) are suitable for
appointment to the following categories
importance to mention that the Committee had specified that the visually handicapped ( blind and partially blind ) are suitable for appointment for certain categories of Group ... going through the list of the posts identified as suitable for visually handicapped (blind and partially blind) it is obvious that there are number
posts to the physically handicapped persons including blind and partially blind. The Apex Court after perusing various circulars directed the Government ... India and the Union Public Service Commission to promote the visually (blind and partially blind persons) and to permit them to compete the examination, which
normal rate as has been given to
loco-motor disabled and visual disabled (Blind) employees.
3. Accordingly, it is requested to issue specific instructions ... rates as is being given to the loco-motor disabled and visually
disabled (Blind) employees on the following grounds:
i) The Persons with Disabilities (Equal
Referees". Thus, the appendix has
a reference to Annexure A, -Preliminary Visual
Standard for all services in respect of the fact that the
post ... committee of doctor or
the Board has declared him unfit of visual blindness
15. In the circumstances, the present petition
deserves to be dismissed, however
