4. Taking
learned counsel for
the petitioner that since the petitioner is visually blind, he will
appear through a counsel.
12. In the light of the above
deceased father of the petitioners was suffering from more than
80% visual blindness as can be seen from Ext.P8 disability certificate and
that
benefit can be given only to persons who are totally
blind, having 100% visual impairment. The refusal to renew
the pass was on the basis ... those who are entitled for the benefit are
persons with total blindness (100% visual impairment). It is
