3. I have come to know that all the visually [Blind] handicapped
C/Men serving under other Commands have already been upgraded from ... visually handicapped is
not entitled to skilled grade of pay being not similarly situated to
other visually handicapped Canemen. If any of Caneman [not

** " Blindness" refers to a condition where a person
extent of 50% vis-a-vis respondent No.5, who is visually handicapped
to the extent of 85%. While promoting respondent ... only respondent No. 5, who is 85% blind
is available in the promotional cadre of Visually Handicapped.
Even as per Section 47(2) of Persons
