4. Learned Standing Counsel further submits that since part
of the compound wall on one side had collapsed, the respondent ... upon had taken up the work of fencing in place of
collapsed wall and that the respondent authorities have not
undertaken construction of any compound
wall existing in a width of 24" which was a mud wall, and
when it was collapsed about ten years prior to the institution ... which hitherto existing 24" mud wall.

46. Further, the incident is alleged to have
been entrusted with the
