Mr. Sanjeev Mamgain was initially appointed on 03.01.2015 as
Workshop Instructor in the Government Polytechnic
Bachhelikhal, District-Tehri Garhwal, nonetheless, such post ... whereby Government
Polytechnic Bachhelikhal was also provided three posts of
Workshop Instructor.
Just after four months of creation of such posts, the
impugned transfer order
aforesaid
post, he became eligible for promotion to the post of
Workshop Instructor. At that time, the respondents had 19
vacancies of this post. They ... declare the action of respondents
in promoting the applicant as Workshop
Instructor from 18.08.2010 instead of
15.07.2003 and direct the respondents to
promote the applicant
could not find him suitable for the post of Technical
Assistant/Workshop Instructor based on the same aspects of
technical know-how appears ... case as the requirement of the job of a
Technical Assistant/Workshop Instructor may be well tested by a

post of Workshop Instructor (Electronics) in the pay scale of `5480-
