Section 75(1) in The Mizoram Autonomous District Council (Constitution and Conduct of Business of the District Councils) Rules, 1974
(1)No private member's Bill shall be introduced in the District Council unless the leave of the Council has been sought for and granted for the introduction of the Bill in the manner hereinafter laid down.
