Section 48(3) in Rajasthan Public Procurement Rules, 2012
(3)The inner and outer envelopes shall:(a)bear the name and address of the bidder mentioning his complete address with telephone/ mobile number;(b)bear complete address of the procuring entity;(c)bear the specific identification of this bidding process pursuant to NIB and any additional identification marks as specified in the bidding documents; and(d)bear a warning not to be opened before the time and date for bid opening, in accordance with the NIB.
