(3)All members of service shall qualify the examination in higher grade within a period of two years, which shall commence, -(a)in the case of Indian Administrative Services officers, from the date of their joining in the State; and(b)in the case of Punjab Civil Service officers, from the date of their joining in the Punjab Civil Services (Executive Branch); and]
