Section 48(2) in West Bengal Trade Unions Rules, 1998
(2)If the voter refuses his left fore finger to be inspected or to be marked in accordance with the provisions of sub-rule (1) or if the voter has already such a mark on his left forefinger or does any act with a view to removing the ink mark, he shall not be supplied with any ballot paper or allowed to vote.
