Section 4(4) in The Orissa State Prosecution Service Rules, 1997
4.2Recruitment to Group 'A' posts. - Recruitment to the cadre of Additional Public Prosecutor in Group 'A' service shall be made by way of promotion from the cadre of eligible Assistant Public Prosecutors, who have put up not less than eight years of continuous service in that cadre. This will be done in consultation with the Orissa Public Service Commission.
