(1)Licences for wholesale vend of foreign liquor to retail vendors and to public in excess of the limit sale by retail shall be granted by the District Collectors with the previous sanction of the State Government.(2)Subject to Rule 189 licences for retail sale of foreign liquor for consumption on or off the vendor's premises shall be granted by the District Collector with the previous sanction of the State Government.
