(1)All rules for which provision is made in this Act shall be made by the State Government and shall be consistent with this Act.(2)A rule may be general for all canal systems or for all canal systems not expressly exempted from its operation or may be special for the whole or any part of one or more canal systems, as the State Government may direct.(3)Except the rules provided for in Sections 21 and 22 and Chapter VIII-A all rules shall be subject to the condition of previous publication.(4)x x x(5)In making any rule the State Government may direct that a breach thereof shall be punishable with fine which may extend to two hundred and fifty rupees, and where the breach is continuing one, with further fine which may extend to ten rupees for every day after the first during which the breach has been persisted in.(6)The power to make rules conferred by this section shall include the power to give retrospective effect to the rules or to any one of them.(7)All rules made under this Act shall be laid on the table of the Legislative Assembly.
