(2)If within half an hour from the time appointed for holding a meeting the quorum is not present, the meeting shall stand adjourned and the Governing Body shall meet again on a date, time and place fixed by the Chairman and if at the adjourned meeting also the quorum is not complete within half an hour appointed for holding the meeting, the meeting shall be held if at least one-third of the total number of members are present:Provided that at least seven clear days notice is given to the members present and to each member who is not present at the meeting on the same or following day by post or telegram or by special messenger as the case may require.
