Section 13(2)(a) in The Chhattisgarh High Court Establishment (Appointment and Conditions of Service) Rules, 2003

(a)The Seniority, inter se, of persons appointed by promotion on the basis of merit-cum-seniority, shall be determined by their inter se seniority in lower Cadre.
