Section 13(2) in The Chhattisgarh High Court Establishment (Appointment and Conditions of Service) Rules, 2003
(2)Seniority of persons (Ministerial) appointed under Rules 4, 5, 6, and 7 shall be determined in the following manner.(a)The Seniority, inter se, of persons appointed by promotion on the basis of merit-cum-seniority, shall be determined by their inter se seniority in lower Cadre.(b)Persons appointed to the Service by direct recruitment shall be ranked inter se in the order of merit they are placed in the select list, those recruited earlier shall be ranked senior to those recruited later.(c)The relative seniority of promotees and direct recruits shall be determined according to the date of issue of appointment order.(d)The inter se seniority of the person appointed as contingency paid employee shall be determined from the date he joins his service. If two persons join service on the same date, their inter se seniority shall be determined on the basis of their age and the older in age shall be ranked senior.
