18. Appointment.
(1)Subject to the provision of sub-rule (2) appointment under Rule 6 shall be made by the Governor in accordance with order of preference determined in the list referred to in Clause (d) of sub-rule (1) of Rule 6.(2)The inclusion of a candidate's name in the list mentioned in Clause (d) of sub-rule (1) of Rule 6 shall confer no right to appointment unless the appointing authority is satisfied after such enquiry as prescribed by the Government from time to time and also, as may be considered necessary, that appointment to the service.
