(2)Such processes shall be accompanied by an explanation to the High Court of the reasons why the service is not made by post under Rule 2o of Order V. Where in the opinion of the High Court no sufficient reason is disclosed the process shall be returned to the issuing Court and shall not be forwarded to Government. Such processes shall also be accompanied by a translation of all documents into the language of the foreign country within which the service is to be made.
