Section 13(1) in The Chennai Corporation Servants Conduct Rules, 1968
(1)Save as provided in sub-rule (3), no Corporation servant shall, except with the previous sanction of the Commissioner, give evidence in connection with any inquiry conducted by any person, committee or authority.
